· Manage the Integrated Information System (IIS) software development project of Project Implementation Unit (PIU) of PPEPP;

· Manage 400,000 households survey designing and developing questionnaire, survey application, monitoring and controlling the survey, ensure data quality etc. ;

· Preserve database and analyze collected data based on key indicators which will support management to take effective and efficient decisions;

· Design and implement the Results Based Monitoring (RBM) framework for the project based on Results Chain.

Design and develop the Management Information System (MIS) of the project.

¨ Design and develop Adaptation Tracking and Measuring (ATM) framework;

¨ Manage the ATM application development by procuring software development firm, scheduling, monitoring and controlling, assuring quality and closing the project;

¨ Coordinate Community Risk Assessment (CRA) process by planning, budgeting, scheduling, executing and Monitoring;

¨ Prepare household survey questionnaire, develop data collection methodology, implement data collection process by ensuring data quality, storing data and analyze collected data using different data analysis software such as Excel, SPSS etc.;

¨ Coordinate and prepare GIS database and update in the open GIS platform as well as prepare Base maps, Hazard maps, land use maps etc.;

¨ Produce different reporting templates for field level as well as for PMU;

¨ Design and develop MIS for Union Parishad by managing and coordinating the development team;

¨ Define the scope of the MIS software by considering Union Parishad, Upazila, District and LGDs especially Monitoring, Inspection and Evaluation (MIE) wing requirements;

¨ Execute the development process, manage different stakeholders and Implement the MIS software in 564 Union Parishad;

¨ Prepare annual work plan to carry out Monitoring and Evaluation (M & E) of the project

¨ Develop Terms of Reference (ToR) for external evaluation(s) for conducting baseline, mid-term and final evaluation of the project and prepare selection criteria and necessary documents for hiring firm(s)/consultant(s)

¨ Design and develop Results-Based Monitoring (RBM) framework for the project; Prepare questionnaire based on the log frame to collect information of output/outcome/impact levels; Develop and maintain useful information database for RBM, Coordinate data collection for RBM and analysis and validation of the RBM data and prepare RBM reports.

¨ Assist the Development Partner to carry out its periodical assessment

¨ Design and develop Management Information System (MIS) for the project at PKSF and Partner Organization (PO) level; coordinate preparation of various MIS reports as per the requirements of the project etc.

¨ Assess the M & E performance of implementing POs

¨ Design and develop appropriate databases for the project;

¨ Develop MIS software to meet various requirements of the project;

¨ Develop and maintain adequate information database for Results-Based Monitoring (RBM);

¨ Establish project monitoring and evaluation systems, including overall design, instrumentation, data collection/aggregation, and analysis;

¨ Analysis and checking the consistency of various project data;

¨ Develop operational MIS reporting templates that facilitate the acquisition and aggregation of information in the project;

¨ Coordinate field level MIS officers of the project;

¨ Preparation of monthly, quarterly, half-yearly and annual report;

¨ Coordinate the MIS team of the Ministry of Fisheries and Livestock and check the MIS according to the System Analysis and Design.

¨ Supervise System Analyst, Programmer and Data Entry operator to implement MIS properly.

¨ Assisting in identifying MIS related training needs in MOFL and preparing and overseeing the implementation of training plans

¨ Arrange training, workshop and coordinate with the training provider and other stakeholders

¨ Web page design and development and also update an existing website.
